Description
In many parts of Germany, the supply of housing falls significantly short of demand. This comparative study examines how four medium-sized cities in a metropolitan region are responding to this challenge by designing and implementing specific housing policies to provide housing. The actor-centered institutionalism approach (“Akteurzentrierter Institutionalismus”) is used as the analytical framework. The study finds that the cities use the housing policy instruments differently and that their respective design is influenced by the particularities of the local context, how the topic of housing is institutionally anchored in the city, and the actors involved.
