How is power related to change? Which types of power do promote or inhibit change? This special volume discusses these questions using environmental policy as an example – a field for which, in the face of climate change and persistent environmental problems, the necessity for change is obvious. To understand change and inertia in environmental policy we use a threefold heuristic: ‘power over’ (coercion and manipulation), ‘power to’ (political creativity), and ‘power with’ (collective action). In practice, these categories are, however, related. The contributions to this volume reveal that change is always a power-laden process in which the different dimensions play different roles. Whereas ‘power to’ and ‘power with’ give an impetus to environmental change and to emancipation of ‘green’ ideas and values, ‘power over’ is an important resource to achieve change.
