The study demonstrates how EU requirements and national regulations in power grid congestion management interlock to promote grid security, cost efficiency, and environmental sustainability while strengthening the European internal electricity market. It focuses on the developments since the “Clean Energy for All Europeans” package: the priority of market-based measures under EU law, incentives for DSOs to enhance flexibility, the German legal focus on non-market-based redispatch, the introduction of minimum cross-border trading capacities, and new procedures for adjusting bidding zone boundaries in response to structural grid congestion.
