Description
The book shows how fragmented treaty networks can be reformed without renegotiating thousands of individual treaties. Opt-in conventions offer a novel mechanism for this purpose. Using the Mauritius Convention and the Multilateral Instrument as examples, the book provides the first book-length study of this phenomenon. It analyses their relationship with covered treaties and distinctive features concerning conclusion, reservations, interpretation, amendment, modification and termination. This provides a doctrinal framework for future reform instruments, showing how flexibility and reform integrity can be reconciled. This is particularly relevant to UNCITRAL's reform of investor-State dispute settlement in international investment law.
