The Site Selection Act introduces a comparative procedure to find the site with the best possible safety for the final disposal of highly radioactive waste. The chances of success of this restart of the previously failed search for a final repository depend on the decision program prescribed by the Act. Do scientific criteria such as geological suitability dominate the site selection procedure or can the site also be chosen on the basis of political expediency? The dissertation investigates the influence that the planning will of the decision-makers can have on the procedure and examines whether, for whom and to what extent planning freedom exists in the search for the site.
