Description
Germany and Japan are both highly developed countries, but their settlement patterns are quite different. While Germany's cities and population structure are more decentralized, Japan has a centralised settlement structure with a strong focus on the capital region, as well as the Kinki and Chûbu regions. In parallel, Germany’s constitution provides for a federal state, while the Japanese Constitution sets up a centralised state.
The dissertation shows how these frameworks and patterns are reflected in planning law in each country, examining planning law at every level, from nationwide spatial planning to forms of regional planning law to city planning. Through these analyses, general mechanisms of planning law are identified by examining the interdependence of state organisation law, planning law and settlement structure.
