Description
Using the example of state party financing, the financing of parliamentary groups, the employees of members of the Bundestag and political foundations, the study shows that state political financing suffers from structural constitutional deficits. Not only does the increasing level of funding raise concerns, but there are also indications that the constitutionally required limits on state party funding are unable to take effect, as the parties receive state funds via other pillars of political funding. As a result, the political financing system as a whole appears to be at risk of suffering a structural implementation deficit.
