By integrating police and assembly law, human rights, and criminology, this dissertation examines the mechanisms for preventing police violence during large-scale demonstrations. The legal comparison between Georgia and Germany, international standards, criminological insights into the dynamics of mass protests, and interviews with police and judicial representatives provide empirical evidence on why protests escalate – and which state strategies have been shown to prevent escalation and safeguard the right to assembly.
