Keywords like climate change and the energy revolution stand for substantial changes to the legal as well as the factual framework with impact on classical instruments, such as compulsory connection and usage. The goal of climate protection and the fundamental transformation of the energy supply have once again raised, inter alia, the question of the competences of municipal authorities. Against this background the author deals with the legal admissibility of compulsory connection and usage, especially concerning heating networks, restrictions to be observed as well as necessary exceptions. The author considers the question of whether compulsory connection and usage is of particular importance in times of climate change and energy revolution or whether a loss of significance is to be noticed. Thereby, also provisions of federal law, especially sec. 16 of the Renewable Energies in the Heat Sector Promotion Act, and their impact on the admissibility of compulsory connection and usage are taken into account.
