From trade bans on grounds of unreliability to deportation orders for terrorist threats: A large number of police and regulatory measures are linked to the expectation that the addressee will behave unlawfully in the future. Although these measures raise numerous joint questions and problems, they have not yet been recognized as a connected phenomenon. This study is the first to examine the theoretical foundations and practical application of these unlawful behavior-related measures. It shows that current practice has considerable deficits and needs to be redirected.
