Description
The book describes the challenging journey taken by a post-Soviet transition country to strengthen the rule of law, to introduce a more balanced constitution and to establish a stronger parliament. By order of President Saakashvili, constitutional reform in Georgia was coordinated by a State Commission, however the opposition formed an alternative commission which introduced a counter proposal.
This book provides a fascinating behind-the-scenes account of the path to constitutional reform in Georgia in its historical, legal and political context and includes commentaries by two experts of international constitutional law. It also offers a rare insight into Germany’s impressive contribution to legal reform in the southern Caucasus region in recent decades, including active donor coordination, open discussion on constitutional reforms, regional dialogue and awareness-building campaigns.
