Description
The proceedings of the Annual Meeting 2015 of the German Section of the International Institute of Administrative Sciences review the various challenges that risks and catastrophes pose to the public administration. The book contains general analyses of the arising issues as well as contributions dealing with particular reference fields such as floods, pandemics and cyber risks.
Risk management and disaster control systems are analysed at the federal, state and municipal level. In terms of international law, the need for a transnational disaster protection is put forward. Three articles deal with health risks: By the example of a legionella epidemic the crisis management of a county government is reported; a political science contribution discusses the German vaccination policy; furthermore, a legal-philosophical study examines the allocation of vaccines during pandemics. Cyber risks are also considered – from the perspective of the relevant Federal Office, the current cyber threats are presented. This is followed by an essay revealing the weaknesses of the current IT regulation.
