Which role does the advice given by experts to policy and State actors play in modern democracy? Will the consultancy by external expertise and in particular by lobbyists and associations that represent particular interests gain a predominant influence in the political decision making processes and thus jeopardize democracy? Or is the involvement of external experts indispensable to foster rational State action under circumstances of increasing complexity of the relevant policy fields?
The present volume deals with these questions from different disciplinary perspectives. Alongside the mechanisms of expert consulting at national level, the institutionalization of expertise in the European Union as a means of strengthening its legitimacy is discussed.
