Sichere Energieversorgung im europäischen Mehrebenensystem

Energy security in the European Union depends on the cooperation of very different actors. The EU and its member states focus on (national) security as well as on the European integration process and environmental issus. Meanwhile, energy corporations and exporting countries such as Russia follow a different agenda. The legal regimes reflect this peculiar constellation. While the upstream industry is only subject to international legal law, the downstream industry faces heavy regulation on EU and national level. Following a multilevel approach, this work discusses how the actors and their priorities interact with each other. In this context, the principle of solidarity within the system of the EU and its member states turns out to be of crucial importance.
