Staatliches Augenmaß beim Netzausbau

In its eleventh Sector Report Telecommunications, entitled "Governmental restraint in network expansion", the Monopolies Commission makes proposals to improve the framework conditions for private and publicly funded network expansion in Germany. With regard to the fixed network sector, the imposition of strict non-discrimination regulations should be examined to reduce the intensity of access and price regulation of fibre optic networks. On the other hand, the Monopolies Commission is critical of the extension of State aid for fixed networks to areas where fast infrastructure is already in place. According to the Monopolies Commission, the federal programme for the promotion of mobile communication can be implemented at the level of the municipalities or organised in the form of a reverse auction. The planned federal mobile infrastructure company can provide meaningful support, as long as it is limited to accompanying administrative and advisory tasks.
