In recent years, citizenship and membership have increasingly come into the political spotlight in Germany. Dual citizenship, naturalisation laws and the integration of immigrants continue to be particularly controversial topics. What role do nationality and citizenship play in the allocation of rights? A distinction must be made between citizens' rights - i.e. rights to which nationals are entitled - and people's rights - i.e. rights to which the population of the country is entitled. This publication examines the guiding principles behind the attribution of persons to countries from the perspective of general state theory and whether and how alternative attribution concepts can be considered.
