Strategische Baulandausweisung

Building land models are instruments used by cities to create affordable housing on private land and to involve private individuals in the costs of creating building land. Based on questions of legal nature, definition, introduction and application of building land models, the author provides recommendations for legislators and municipalities. The focus is on the use of the urban development contract as a cooperation contract, in private land use planning, in interim acquisition and in concept allocation. The author discusses the limitations of the urban development contract in the building land model, in particular the increase in land value as a measure of the adequacy of the agreed services, and questions the capitalised earnings method.
