Sustainable Urban Mobility Plans

This thesis focuses on Sustainable Urban Mobility Plans (SUMPs), the key planning instrument for managing sustainable mobility in urban areas. It examines why the Spanish SUMP legal framework is superior to the German one and to what extent Germany can learn from Spain. To this end, the legal frameworks of both member states are analyzed, compared, and specific opportunities for improvement are identified. This thesis also examines the increasing relevance of SUMPs at the EU level, particularly through Regulation (EU) 2024/1679 (TEN-T Regulation), which requires that SUMPs be mandatorily implemented for urban nodes by December 31, 2027. The findings are equally relevant for both academia and practitioners.
