Technologieprognosen, Zielfindung und strategische Planung

Technology is a dominant aspect of our cultural and political reality. It produces factual constraints but also real or putative ‘no alternative’ dilemmas for political/public actors in their decision-making processes with very limited advance warning time. This is an increasing challenge for German society, which is in a process of transforming its ‘electoral democracy’ into new models to create a ‘participation democracy’. We need a forward-thinking culture of dispute and constructive debate that includes new concepts of public decision-making. Finding goals in a time in which culture is rapidly and fundamentally changing is a major problem for our open society which is bound by law and other formally effective rules to fulfil the task of public decision-making. We are facing new threats to the cultural identity of territorial and virtual communities and, last but not least, to individual security.
