The Nice Summit of 7-9 December 2000 has already been dismissed as a half-hearted attempt to prepare the institutions of the European Union for enlargement. But the proponents of closer Union, notably Germany, won agreement at Nice to launch a new set of constitutional discussions, focussing more closely than has been done before on the division of competences between the Union and the Member States.
This volume conceptualizes whether the European institutions have been made "fit for enlargement" and whether a new constitutional document for the EU can be adopted at the next Intergovernmental Conference scheduled for 2004.
The bilingual book originates from a project coordinated by the Center for European Integration Studies with the European Law Academy in Trier to discuss the evolution of a European Constitution in a broader context.
