The Energiewende is the central challenge for politics, business and society in the 21st century. It takes place throughout the multi-level system, at the supranational, national and subnational levels. This dissertation focuses on the subnational level that has so far been less researched. The opportunities and challenges for shaping own energy and climate protection policies are examined using the example of North Rhine-Westphalia, taking into account the vertical and horizontal political interdependence. The North Rhine-Westphalian Climate Protection Law of 2013 and the North Rhine-Westphalian Climate Protection Plan of 2015 form the central research subjects.
