Verkehrsverbünde im Kontext des Europarechts

Public transport associations play a key role in local public transport in Germany and must operate lawfully while navigating the complex interplay of procurement, state aid and antitrust law. This book shows what scope for action they have within this framework and how they can structure their organisation in a legally compliant manner. Methodologically, the thesis combines an analysis of the tasks and organisational forms of public transport associations in Germany with a classification under Regulation (EC) No 1370/2007, a state aid analysis of relevant financial flows and an examination of limits under antitrust and merger control law. The author is an attorney specialising in public commercial law and in local public transport.
