Due to the non-rivalrous and multifunctional nature of user-generated data, the way it is exchanged follows its own logic and significantly affects innovation and competition. Based on this, the book explores the limits of competition law with regard to data sharing under three theories of harm: coordination, foreclosure and restriction of innovation competition. It then turns to limits to data access obligations for the protection of innovation and competition. Finally, it considers how legal certainty can be improved in competition law to benefit undertakings willing to cooperate.
