Whistleblowing wegen staatlichen Fehlverhaltens

This dissertation demonstrates why government whistleblowing is an indispensable tool of democratic oversight and why the protection of whistleblowers, particularly in the context of government secrecy, has significant shortcomings. Based on an original definition of the term, the dissertation analyses the legal framework as well as the tension between transparency, democracy, national security, and secrecy. On this basis, it develops a protection framework that proposes a uniform international standard of protection, an independent international reporting office, and recommendations for reforming national law. The author specializes in constitutional and criminal law.
