What are the effects of territorial mergers in local government? What is the impact of such reforms on administrative capacity? Do they increase efficiency and result in economies of scale and scope? Do they worsen local democracy, participation and legitimacy? These questions are crucial for decision makers in the challenging field of administrative reform.
This volume comprises the findings of an analysis of empirical academic studies covering German as well as European experiences from various multidisciplinary perspectives. Furthermore, it takes methodological considerations into account. Using a detailed summary of the studies’ findings, the authors develop conceptual and practical conclusions which are relevant for those in charge of developing and implementing appropriate administrative reform strategies.
