Being able to make decisions holds power. Consequently, the cathedral chapters of the Holy Roman Empire were mainly studied in their role as antagonists to the ruling prince-bishops. This work, however, shows the interactions between the two sides, whereby the prince-bishops also benefited from the position and social capital of the canons. In addition, the chapter had an extensive administrative apparatus that was independent of the diocese. The internal decision-making practices reveal the influence that individual capitulars were able to exert on the votes of the body. In the second half of the 18th century, reform projects failed mainly due to internal dissent.
