The author examines the targets and established instruments of climate protection framework legislation in the light of international and european obligations as well as constitutional requirements and domestic framework conditions. The federal interaction of the various actors is analyzed and possibilities for improvement are identified. In order to minimize the overall burdens caused, the coordination of measures needs to be carefully thought about. The author deliberately builds on the given regulatory framework and seeks to contribute to the achievement of climate targets in a realistic way, providing proposals de lege ferenda.
