Die Bundeswehr im neuen Modus der Landes- und Bündnisverteidigung – Wehrpflicht revisited?

This empirical study analyses the transformation of the Bundeswehr (German military) from a conscript army to a volunteer army and reflects on it both in the light of the security policy developments of the last three decades and in view of a renewed focus on national and alliance defence. Against the backdrop of current developments such as the war in Ukraine and the European debates and political decisions on the reintroduction of conscription in this context, recommendations are made for potential further developments. The study argues for the introduction of selective conscription based on the Scandinavian model.
