The judicial protection against administrative acts that modify private law, such as tariff approvals, illustrates the legal challenges that arise in the context of multipolar relationships in administrative law. Those not originally involved in the citizen-state relationship can become co-addressees. The related issues of judicial protection must be addressed within the applicable subjective judicial protection system with its nucleus of subjective public right.
