Description
This thesis demonstrates in detail that the various public procurement law instruments in combination provide a sufficiently flexible legal framework to meet all requirements arising from the state use of cloud services. For this purpose, the legal and political challenges of the governmental use of cloud services are worked out in detail in order to then present solutions within the (german) public procurement law. The thesis is therefore both a manual for specific legal issues arising in the public procurement of cloud services and a comprehensive orientation for the entire process of moving state IT to cloud infrastructures.
The work was honored with the International Procurement Award (IPA) and the Faculty Prize of the Faculty of Law at LMU Munich.
