Die Gewährleistung von angemessenem und bezahlbarem Wohnraum als Verfassungsfrage

This dissertation offers orientation with regard to government procedures and starting points that serve to deal with the current housing shortage. For this purpose, the corresponding regulations of civil law, public law (including social law) as well as criminal law and administrative offense law will be systematized. A constitutional perspective is repeatedly taken. The fundamental type and scope of the state's obligation to act in terms of housing policy at the federal and state levels are established. The constitutional voidability of housing policy instruments are also examined.

The thesis is aimed equally at science and practice, and also at housing policy actors in the federal, state and local governments.
