The search for solutions of a coordinated and lasting use of global commons like the environment or the oceans is one of the outstanding tasks the international community has to cope with in the 21st century. Even the use of electromagnetic frequencies for telecommunication purposes can be viewed in this context, but in this field it is possible to fall back on the experiences of regulatory activities since the beginning of the 20th century.
The book takes up these experiences and analyses the regulations commonly agreed upon and the decision-making processes on the national, regional and global level leading towards the regulations with help of institutional economic theory. It can be shown that beyond national competence highly precise property-rights do not guarantee efficiency. In the same way the book portrays the development towards more regulated and intensified international relations in the second half of the 20st century. Furthermore the complementary processes of globalisation and regionalisation are explained.
This book is written for scholars of economics, law and history dealing with international relations in general and more specifically with international telecommunications or the use of global commons. Moreover it gives advice for future regulatory practices.
