Handwerkskammern als Akteure in der Entwicklungszusammenarbeit

The increasing interest of the state and society in the involvement of chambers of crafts in development cooperation is reflected in the amendment of the german „Handwerksordnung“, in which development cooperation is now a separate area of responsibility of the chambers. The present work examines for the first time the compatibility of these participations of the chambers of crafts with their field of activity, taking into account aspects of constitutional law as well as the law of skilled crafts. In addition, the implementation of projects and the legality of the inclusion of development cooperation in the area of responsibility of § 91 HwO is discussed. Possibilities for chamber members to participate in projects are also considered.
