Description
The author examines from a legal perspective why crucial information for effective pandemic management is lacking in Germany. Using the COVID-19 pandemic as an example, she demonstrates that the information processes in German infection control law are inadequately digitalised. While digitalisation has advanced significantly at the European level, national deficiencies lead to major effectiveness and efficiency problems. To analyse these shortcomings, the author employs methods from an interdisciplinary, governance-oriented administrative law approach. She develops primary and constitutional law-compliant solutions to improve the handling of future infectious diseases of pandemic significance.
