Submarine cables are critical infrastructure for the internet and energy transport at sea. This book is the first to delineate comprehensively how the current law of the sea regulates the freedom to lay submarine cables.
At first the content of the freedom is defined. It encompasses activities related to the laying and operation of submarine cables, as well as the protection of such cables as permanent infrastructure. By distinguishing between limits pertaining to the different zones and general limits of the freedom to lay submarine cables is described how it can be reconciled with other uses of the sea. In particular, a practicable reconciliation with the rights of coastal states over the continental shelf and the EEZ is proposed.
