Description
For most Third World countries it is true that in the foreseeable future the economic and technological development of their modern sector will be nowhere near able to provide adequate employment opportunities for all those willing to work. Therefore, a phenomenon called »the informal sector« will continue to grow in terms of both the number of people living there, and its economic and social relevance for the further development in those countries. Influencing and shaping this development of and within the informal sector towards the best possible utilization and mobilization of given resources and potentials must be regarded as one of the priority tasks of vocational training, too. Against this background, the study explores what actually are the priority qualification needs of people from the informal sector, and how these needs could be met with target group-specific programmes and projects also within the framework of (bilateral) vocational training assistance.
