This dissertation deals with a subject that is of particular importance for the practice of both law and business: Public-Private Partnerships (PPP). The tension between public interests on the one hand and those of the private sector on the other affects each implementation of PPP. This results in numerous legal and economic problems, as well as a multitude of interesting questions. The present work attempts to investigate this field of tension comprehensively, to point out legal problems and propose appropriate solutions. The core of this comparative legal analysis is the question of the extent to which the development of PPP in Germany and Turkey has led to a legal scientific permeation or even to a codification in both countries. The findings of the work are of interest to both academics and practitioners in the context of PPP.
