The study analyzes one of the most exciting and debated European und political topics of the last years. It deals with the subject, if and how union citizens should be included in the German social security system. The work deals with the relevant International law, European law and German law. There is also a very concrete analyses of the pertinent rulings of the European Court of Justice and the German national courts. The work suggests its own solution concept and gives a concrete answer by the end of every chapter. In the centre stands the theme, that European citizens should receive social benefits if they can prove a close enough link to the German state and its citizens. This pertains not only working European citizens but also non working citizens.
