Why and how do German federal ministries and their intermediary organisations and implementation bodies participate in setting up and administering German higher education projects abroad? This pioneering work provides an overview of the development of German transnational education (TNE) between 1990 and 2016. To explain changes in German TNB, it analyses the steering and coordination activities of relevant state and quasi-state actors, while highlighting inter-ministerial conflicts over responsibilities and resources. The study shows that German TNE has become increasingly politicised over time, i.e. that its projects have been embedded in a growing number of strategies aimed at aiding Germany’s foreign, higher education and development policies.
