The study puts research at publicly funded universities with or on behalf of undertakings into the context of the European state aid law. Following a thorough assessment of the requirements for the pricing of contract research in accordance with the state aid law the study shows the legal boundaries for the use of public funds for economic activities as well as how universities may proceed with the income generated from it.
The European Commission first assessed the implications of university research with state aid law more thoroughly in 2006, yet left universities with many problems regarding the implementation. Aided by the use of data gathered from universities, the study shows ways to draft contracts that prevent conflicts with the European state aid law for all parties involved.
