This study demonstrates that, subject to correct interpretation of the statutes, the issues of flood prevention on the one hand and port development on the other can quite easily be reconciled. This allows design opportunities to arise within the framework of port development from the points of view of construction planning law and sectoral planning law and also at the level of project-related approval of individual cases. At the same time, compensating for the loss of retention areas acquires essential importance. In line with nature conservation models and construction planning models, a suitable tool in this respect would be a stock of compensation areas to accommodate floodwater in conjunction with the contingency of retention areas.
