These Studies in German Constitutionalism present the eight German national reports to the Fourth World Congress of the International Association of Constitutional Law (IACL) about "Five Decades of Constitutionalism – Reality and Perspectives (1945–1995)": In the first essay about "Development and Crisis of Constitutionalism", Hasso Hofmann mainly points out the constitutional consequences resulting from the reunification of the two German States and from the European Integration Process. – Christian Starck deals with the methods of "Constitutional Interpretation". – The contribution by Volkmar Götz is devoted to minorities living in Germany, their constitutional status, and the meaning of Human Rights in the Basic Law. – Torsten Stein"s Section "The Basic Law and Peace between States" contains different aspects of peace. – The report by Rüdiger Wolfrum is concerned with the establishment of the New East German Länder under the rule of the Basic Law. – Legislation, participation in constitutional government, representation of the people, legitimation, stabilization and control of government are subject of Siegfried Magiera"s contribution. – Werner Heun describes the "Evolution of Federalism", entering into the history of federalism. – Finally, Jörn Ipsen summarizes the constitutional status of political parties, their function, internal organization and financing.
